Cabinet

Under Namibia’s Constitution, the President appoints Namibian ministers and all Ministers attend Cabinet along with the President, Vice President, Prime Minister, and Deputy Prime Minister. All Ministers must be drawn from the National Assembly. The President can appoint up to eight Members of the National Assembly. The Director-General attends Cabinet at the request of the President. Deputy Ministers can be appointed from the National Assembly or National Council and stand in when their Ministers are absent.

Several previous ministries have been merged with others. The Ministry of Industrialisation and Trade has been split between the Ministry of International Relations and the Ministry of Mines and Energy. The Ministry of Fisheries and Marine Resources has been merged with the Ministry of Agriculture, Water and Land Reform. The Ministries of Basic and Higher Education have been merged into a single ministry. The Ministry of Labour has been merged with the Ministry of Justice. Social Grants has moved to the Ministry of Finance. There is no single ministry responsible for Public Enterprises.
